Companies based in, invoiced in, or receiving goods in Germany cannot order VAT-free. German statutory VAT applies; as a company entitled to input tax deduction you can reclaim it. You can still register.

Note: This applies to companies based outside Germany. For intra-Community supplies, you as the buyer are obliged to declare and pay VAT in your country (reverse-charge procedure). It does not apply to companies based in, invoiced in, or receiving goods in Germany.
